Community Development Block Grant
The Village of Grass Lake has been awarded $472,000 in Michigan State Housing Authority (MSHDA), Community Development Block Grant (CDBG) for the Homeowner Rehabilitation Grant. This program would assist in preserving owner-occupied housing units by offering income qualified homeowners, those who make less than 80% the Area Median Income (AMI), up to $20,000 to address health and safety concerns and maintenance issues.
Projects requiring CDBG assistance of $10,000 or less will be offered as a grant with no requirement of repayment. CDBG assistance of $10,001 or more shall be offered as a zero interest zero payment loan, forgivable after five years and secured by second mortgage. Eligible project costs are the actual costs of rehabilitating housing and activity delivery costs, including but not limited to interior and exterior improvements to meet code requirements, roof repair or replacement, siding, windows, plumbing, electrical, mechanical, and insulation.
Eligible households must meet the following criteria:
- Have a household income at or below 80% Area Median Income (AMI), adjusted for household size.
- Currently own and occupy the property as their primary residence.
- Provide verification of occupancy of the home for a minimum of 12 months from the date of the CHILL application submission.
- Provide verification that property tax payments are current, or a payment plan is in place must be provided.
- Provide verification properties are insured prior to, or post-rehab must be provided.
- For properties owned by a trust, a Certificate of Trust is required. This must confirm that the applicant is the trustee and has the requisite authority to approve participation in the CHILL Program. If the Certificate of Trust does not provide the appropriate verification, a Certificate of Trustee Authority will also be required.
The grant term runs from May 8, 2026 – February 1, 2028, with all project closeout activities completed February 1, 2028.
